Full-Time Counselor Advocate

Out-of-School Youth Programs

STATEMENT OF THE JOB

Under the supervision of the Executive Director of the Central Queens Y, and within the Samuel Field Y framework of a holistic (social, emotional, physical, and cognitive) Human Development Model of a family-supported, strength-focused, and hope-engendering practice, an individual hired as a Full-Time Counselor Advocate for Out-of-School Youth Programs at the Central Queens Y will report to the Program Manager for Out-of-School Youth Programs and the Director of Youth Programs, within the Youth & Adolescent Community Based Programs Department at the Central Queens Y. 

PROGRAM DESCRIPTIONS

CQY's Youth & Adolescent Community Based Programs Department is comprised of a number of different programs serving individuals predominantly from 14-24 years old.  The individual hired as a Full-Time Counselor Advocate will be working with the following programs:  The Young Adult Literacy Program serves at-risk youth ages 16-24 through an intensive educational reintegration program providing support in the following areas: academic, supportive services, life skills and counseling.  The Out of School Youth Program is an educational and vocational reintegration program providing participants with training in a medical field as well as HSE classes and work readiness trainings. 

DUTIES AND RESPONSIBILITIES

The Full-Time Counselor Advocate will:

  1. Counsel participants and their families regarding issues including mental health, poverty, unemployment, substance abuse, physical abuse, rehabilitation, social adjustment, child care, or medical care.
  2. Serve as liaison between students, homes, schools, family services, child guidance clinics, courts, protective services, doctors, and other contacts, to help participants who face problems such as disabilities, abuse, or poverty.
  3. Implement and conduct workshops on work readiness, career development, life skills, and student enrichment.
  4. Create curriculum which includes education, planning and implementation of service learning project for young adults.
  5. Recruit program participants, conduct intake assessments and interview for program appropriateness.
  6. Monitor the attendance, academic and career progress of participants on assigned caseload.
  7. Provide interpersonal group and individual counseling.
  8. Provide necessary referrals to community resources.
  9. Work in a collaborative team, including participation in staff meetings, contractor meetings, and staff development in order to support student progress, providing mental health updates as well as educational updates on participants.
  10. Maintain case history records and prepare reports.
  11. Refer participants to community resources for services such as job placement, debt counseling, legal aid, housing, medical treatment, or financial assistance, and provide concrete information, such as where to go and how to apply.
  12. Work in collaboration with other departments, agencies, systems and institutions to determine causes of problems such as truancy and misbehavior, and to implement solutions.
  13. Consult with parents, teachers, and other school personnel to counsel participants whose behavior, school progress, or mental or physical impairment indicate a need for assistance, diagnosing problems and arranging for needed services.
  14. Develop and review service plans in consultation with participants, and perform follow-ups assessing the quantity and quality of services provided.
  15. Conduct home visits to meet with all program participants and their families.
  16. Ensure quality assurance and excellence in service provision.
  17. Plan and implement monthly social events.
  18. Perform other duties as assigned.

In his/her administrative capacity, the Full-Time Counselor Advocate will:

  1. Conduct research, compile data, and prepare papers for consideration and presentation by the Coordinators.
  2. Read and analyze incoming memos, submissions, and reports to determine their significance and plan their distribution.
  3. Perform general administrative duties, such as maintaining records, management database systems, and performing basic bookkeeping work.
  4. File and retrieve documents, records, and reports.
  5. Coordinate registration and enrollment of program participants.

SPECIFICATIONS FOR EDUCATION

LMSW licensed with at least two (2) years’ work experience.  SIFI certification a plus.

SPECIFICATIONS FOR EXPERIENCE AND TRAINING

  • Bilingual (Spanish) a plus.
  • Experience providing high quality counseling services to adolescents and youth for two (2) or more years.
  • Interest in providing social services to families and youth in need.
  • Demonstrate cultural competency through familiarity in working with people from a very diverse number of backgrounds.
  • Organizational skills to coordinate multiple tasks and responsibilities.
  • Ability to work efficiently and effectively under pressure.
  • Excellent communication, interpersonal, networking, and transactional skills.
  • Ability to convey and participate in team oriented work.
  • Computer literate, including experience with all Microsoft Office software packages; Google Drive (Gmail, Calendar, Contacts, Docs, etc.); local area networks; and efficient use of the Internet.

SPECIFICATIONS FOR PHYSICAL REQUIREMENTS

  • Ability to travel to multiple service sites within the division.
  • Some evening and weekend availability needed throughout the year.

Hours: Full Time
Start Date: September 2016
Salary:  Commensurate with experience
